Breeding dogs is a big responsibility and undertaking. It is vastly more then just putting two dogs together.
If you can't or unwilling to do it right then please don't try.
While spay and neutering has it advantages for the pet owner, please be aware mandatory spay/neuter laws will adversely affect only law abiding breeders thus will affect pet owners in the future.
